STEP 1 — LEVEL DEFINITION
Define clearly what the next level requires:
- Scope expectations (what size problems, teams, surfaces)
- Ambiguity expectations (how much self-direction is required)
- Leadership expectations (how do you multiply others?)
- Impact expectations (what outcomes justify the level)

Map each piece of evidence to a next-level dimension:
